The first flight was made in 1964. Longer versions of the L-100-20 and L-100-30 were developed. L-100 production ended in 1992 with 114 aircraft delivered.
An updated variant of the model, the LM-100J, completed its first flight in Marietta, Georgia on 25 May 2017, and will begin production in 2018–19.
In 1959, Pan American World Airways ordered 12 of the Lockheed GL-207 Super Hercules for delivery in 1962, to be powered by four Allison T56 6,000 eshp turboprops.

Slick Airways would acquire 6 of these aircraft in 1962. The Super Hercules was 23 ft 4 in (7.11 m) longer than the C-130B; a variant powered by the 6,445 eshp Rolls-Royce Tynes and a variant powered by four Pratt & Whitney JT3D-11 turbofans are also in development. Both Pan American and Slick Airways (which had ordered six) canceled the order and other variants did not pass early design studies.
The L-100 prototype (designated N1130E) flew for the first time on April 20, 1964 after flying for 1 hour and 25 minutes. The type certificate was issued on 16 February 1965. Twenty-one production aircraft were built with the first delivery to Continental Air Services on 30 September 1965.
Slow sales led to the development of two new, longer versions, the L-100-20 and L-100-30, which were larger and more economical than the original model.
A total of 114 aircraft were delivered, and production ended in 1992. Several L-100-20 aircraft operated on Delta Air Lines' scheduled cargo flights between 1968 and 1973.

An upgraded civilian version of the Lockheed Martin C-130J-30 Super Hercules was under development, but the program was put on hold indefinitely in 2000 to focus on military development and production.
On February 3, 2014, Lockheed Martin officially announced the LM-100J program, saying it could sell 75 aircraft. Lockheed sees the new LM-100J as a good replacement for the existing L-100 civilian aircraft.
The operator of the launch of the LM-100J is Pallas Aviation, from 2019 it will operate two aircraft from Fort Worth Alliance Airport in the United States.
At the beginning of March 2022, three LM-100J aircraft (tail numbers N96MG, N71KM and N67AU) of Pallas started flying dozs flights between Ramstein AB and the second military air base in Nowe Miasto nad Pilicą, Poland; Boboc, Romania; Sliač, Slovakia; Lielvārde, Latvia and Aalborg, Denmark.

An extended variant was certified in 1968 with a new 5 ft (1.5 m) section in front of the wing and a 3 ft 4 in (1.02 m) section behind the wing.
Twin engine variant of the C-130. It has been claimed in at least one publication that it will have "more than 90% commonality" with the C-130 standard. The aircraft was stored in the mid-1980s without being repaired.
